In a large sauté pan heat ½ tablespoon of olive oil. Add the chicken to the pan and cook for 10 minutes until lightly browned.
Once browned, remove the chicken from the pan and set aside.
Add the remaining ½ tablespoon of olive oil to the pan. Sauté the onions and garlic until translucent, about 2-3 minutes.
Add the chicken broth, rice, peppers, sugar snap peas, lemon juice, bay leaves, paprika, black pepper, thyme, salt and saffron to the pan. Stir together. Cover and cook over medium heat for 30-35 minutes, stirring every 5-10 minutes
Once the rice is cooked, remove the bay leaves and discard. Stir in frozen peas.
